Os desafios do Licenciamento de Manejo Florestal Comunitário nas Unidades de Conservação, segundo a legislação vigente, na Amazônia brasileira

Abstract

The present work had the purpose of analyze the challenges during the licensing process of community and family forest management inside conservation units of sustainable use, according to the current legislation (state and federal) in the states of Amapá, Amazonas, Pará and Acre, located in the Brazilian Amazon. There is a process of accentuation of the dynamics of deforestation within the conservation units in the Amazon. Several factors contribute to this progress, among them the current political context, which has been promoting the relaxation of socio-environmental legislation and the regression in the environmental policy achieved during the last 31 years of federal constitution. In this context, one of the most threatened areas in the Amazon today is the community forests, which represent half of the Brazilian public forests, most of them located in the Amazon region. With the progress of this dynamic, there is an increasing need for an alliance around the defense of these territories, its effectiveness is the possibility that this defense is driven by the use of these territories, and the use by the communities that inhabit it. The development of a forest economy is essential for the maintenance of these social forests. However, the current regulation that regulates community and family forest management is not adequate because it simply did not incorporate the communities in it, becoming, therefore, an obstacle to management because it is far from the reality of the community. As a contribution, recommendations are proposed for future studies to improve understanding and efficiency in the implantation of CFM in the states of the Brazilian Amazon.
