Resumo: Rondonia, a Brazilian state bordering on Bolivia in the south western portion of Amazonia (Fig. 1) is the destination of an increasing flood of mi- grants from Brazil's central-south region, particularly the state of Paraná. The exodus is primarily due to land tenure concentration and agricultural transformation from labor-intensive crops such as coffee to mechanized cultivation of soybeans and wheat, plus sugarcane plantations for alcohol. POLONOROESTE, or the Northwest Regional Development Program, is a World-Bank assisted initiative begun in May 1981 to accelerate Rondonia's economic development (International Bank for Reconstruction and Development, 1981). The centerpiece of the project is the reconstruction and paving of the BR-364 or Cuiaba-Porto Velho Highway, renamed the Marechal Rondon Highway when the paving of this 1500 km life line was completed in September 1984.
